A very reasonable strategy. One reason I suggested moving some

facilities to a different location is because VT has that undeveloped land going towards the airport and where the intramural sports take place. Given where the Athletic Campus is located on campus, it might be in VT best interest to reserve it for athletics than academics. Now of course there should be a large enough buffer with the airport in case VT ever wanted to do another expansion to it. Plus, if the Athletic Campus shifted over, then it could free up some property on Washington Street to be re-allocated back to academics.

Basically, it would be VT's long-term strategy that might not even start during my lifetime (and I'm turning 45 in July). For example, even with the renovations how many more years will VT be able to use Cassell? If it is only 50 years, then VT could build Cassell 2.0 and the practice facility/offices towards the airport which would free up the existing facilities to be re-used for some other athletic purpose or re-allocated to academics to use. Eventually Southgate could become the new divider between the academic campus and athletic campus. Plus, it might be cheaper than trying to expand the campus into Blacksburg. Then again, space will become an issue for the academic side too if VT has any desire to expand its total enrollment to 50K+. At some point something will have to give somewhere.
